From New Hampshire to California, cities and counties are using Govinity Tenure to recruit, appoint, and track the residents who serve on their boards and commissions.

Govinity Tenure, the boards and commissions management module of the Govinity platform, is now live with seven local governments across six states: Lebanon, New Hampshire; Franklin, Tennessee; Schertz, Texas; Alachua County, Florida; Mountain View, California; Largo, Florida; and Salina, Kansas.

Each replaced spreadsheets, paper applications, or legacy software with one system that manages every board, seat, term, and appointment, from a resident’s first application to the end of their service.

    Why boards and commissions matter

Boards and commissions are where most residents first take part in local government. Planning commissions, library boards, utility advisory committees, and ethics panels shape decisions that affect every neighborhood.

Yet in many communities the work of filling those seats still runs on spreadsheets, emailed PDFs, and institutional memory. Clerks track terms by hand, vacancies go unnoticed, and the public has no easy way to see who serves or how to apply. Tenure gives clerks and staff one place to manage it all, and gives residents a clear, open path to serve.

    What Tenure does

Tenure covers the full life of a board appointment in one connected system:

    • Online applications: Residents apply for open seats through a public portal and can sign their applications electronically. Staff review and route applications without chasing paper.
    • Seats and terms: Every body, seat, and term is configured once, with term limits and expiration dates tracked automatically.
    • Vacancies: Upcoming and open vacancies are visible to staff and the public, so seats are filled on time.
    • Appointments: Appointments are recorded with their start and end dates, along with the review history of the application behind them.
    • Seat history: A complete record of who has held every seat over time, preserved for open records requests.
    • Public rosters: Current members, terms, and vacancies publish automatically to the agency’s public portal on Govinity.

Because Tenure is part of the Govinity platform, board membership flows directly into agendas, meetings, and votes, with no duplicate data entry.
